Alexey Teksler, First Deputy Minister of Energy of the Russian Federation, Co-Chairman of the Organizing Committee for Preparing and Holding the All Renewable World Energy International Forum, held a meeting of the ARWE Forum’s Programming Committee. The event was attended by Governor Sergey Morozov of Ulyanovsk Region, Armen Khachatryan, Deputy Director of the Roscongress Foundation, Igor Bryzgunov, Chairman of the Russian Association of Wind Energy (RAWI), Vladimir Zatynaiko, General Director of JSC Electrification, Oleg Tokarev, Deputy Director, Department of Machine Tooling and Investment Engineering of the Ministry of Industry and Trade of the Russian Federation, Andrey Trapeznikov, Member of the Board, RUSNANO MC Foundation for Infrastructure and Education Projects, Vadim Dormidontov, Vice President of JSC Gazprombank for Energy and Utilities, Alexey Zhikharev, Director of the Association for Development of Renewable Energy (ADRE), representatives of the Center for Development of Renewable Energy of NRU HSE, RusGidro, Rostech, Hevel, Enel Russia, the Russian Ecological Operator, and other entities.
In his introductory remarks, the First Deputy Minister of Energy said that the event was of great significance for Russia, and mentioned a large-scale program of support for renewable energy sources (RES) that has been implemented in this country. Alexey Teksler said Ulyanovsk Region has been selected as the hosting region of the event for a reason. “Ulyanovsk Region has been the leader in the sphere of developing renewable energy sources. And I do not mean just the new capacities that are launched every year. The ceremonial opening of the second stage of the Ulyanovsk WPS with the capacity of 50 MW has been dedicated to the opening of the Forum. In the next several years another six wind energy parks with the total capacity of more than 200 MW will be added.” The First Deputy Minister also said that Ulyanovsk Region has launched the manufacturing of wind turbine blades, which means that the region now offers a full production cycle for the wind energy industry. “We need to support the regions that have expressed interest in developing renewable energy sources,” Alexey Teksler said at the meeting.
The First Deputy Minister said that there was a need to discuss some very important problem areas in the field of developing renewable energy sources. “Firstly, we must adopt a decision on the second stage of the delivery power contract for the RES project. The extension of this project through 2024 and various related details are now being discussed in the Government of the Russian Federation,” he said. The top priorities for the RES industry are, according to Alexey Teksler, increased efficiency, lower CAPEX and OPEX, and incorporation of new equipment localization requirements.
According to the First Deputy Minister, development of RES has been an important component of the state policy in the sphere of energy, including implementation of one of the early orders of President Putin in his new form to develop distributed generation with use of renewable energy sources, first and foremost in remote and isolated power system areas. Alexey Teksler said that the main topics in the industry today include development of energy accumulators and distributed generation.
In his turn, Governor Sergey Morozov of Ulyanovsk Region said that the authorities of the region planned to open a permanent expert discussion platform in the area of renewable energy sources. “It is very important to us to attract the attention of the business community and other structures to talk about all the advantages and prospects of the alternative energy sector and the capabilities it can provide for economic development of the country,” he said. According to Sergey Morozov, a total of over 500 people have been invited to take part in the Forum. They include representatives of energy companies from Russia and the CIS, market regulators, investors, experts and analysts, representatives of mass media.
Vladimir Zatynaiko, General Director of JSC Electrification, said that the ARWE’2019 event will pay special attention to the exhibition component, presenting machinery, technology, and equipment necessary for construction of RES facilities.
“ARWE’2019 will facilitate increased openness of the market and help us create new partnerships. The participants of the event will attend various business services in the MatchMaking format and the Suppliers Forum,” Vladimir Zatynaiko said. “The Suppliers Forum is being held with active support of the Ministry of Industry and Trade of the Russian Federation. The experience of ARWE 2018 has shown that many companies are interested in the event because it allows them to talk directly to major companies that purchase the equipment and technology in the field of RES.
